Stewarding

7-1 Reporting Incidents

7-1.1 An incident a driver deems worthy of investigation may be submitted to the stewards after the race in the dedicated channel.
7-1.2 Each incident should have it’s own incident report ticket.
7-1.3 An incident without own POV footage will not be investigated.
7-1.4
It is mandatory to have the Race Director of all your warning(s) recorded. A race director MUST be included with footage of warnings/penalties wanted to be removed.
7-1.4.1 Incidents will not be reviewed in the following circumstances:

    • Phone footage of poor quality (footage must include all corners of the screen and text must be readable;
    • Sending in highlights and/or replays of incidents does not qualify as footage and will be dismissed. Only driver POV is acceptable.

7-1.4.2 No footage penalties are as follows:

    • A) In the first instance (1st offence) driver(s) will be awarded with a warning and 3 penalty points.
    • B) For every instance following the 1st offence, driver(s) will receive either 10 seconds added to their race time or be demoted 5 places from their finishing position (whichever is the harsher penalty in the circumstances).
    • C) Should the driver(s) fail to finish the race they will be awarded 3 penalty points on their virtual license in lieu of a time or position penalty.

7-1.4.3Drivers will only receive one POV penalty per race. Transgressions in both qualifying and the race will be penalized the same.
7-1.5 Drivers have until 10pm GMT (EU tiers) / 10pm EST (AM tiers) the day following their race to submit incidents.
7-1.6 A driver can report another for any type of incident excluding car contact. In that case, only the drivers involved in the incident can report it.
7-1.7 The livestream cannot be used as primary onboard footage. However, it can be used to report drivers who cut the pit entry/exit line, retire on track, crash on purpose, etc.

7-2 Requested Footage

7-2.1 As soon as the incident has been reported the lead steward will request footage from all drivers involved in reported footage, this is regardless whether the incident is clear or not.
7-2.2 Drivers who are asked for footage have 24 hours to provide it in the ticket. This footage should be added directly into the report form where the footage is requested. Please refer to rule 8-1.5 for clarification.
7-2.3 Any driver who does not send in requested footage within the deadline time (24 hours) will receive a no footage penalty based on number of offenses on top of any incurring penalties from the incident unless extension is asked for by drivers and granted by stewards.
7-2.4 Footage sent in after the deadline will be deemed inadmissible however may still be used as evidence in order to provide the stewards with a better chance to make more accurate decisions.
7-2.5 All incidents in any footage (regardless of being initially reported) can be punishable by stewards.
7-2.6 In reference to rule 7-2.3: Should a driver not be able to meet the submission deadline, they can request a 24-hour extension from the stewards. All extensions must be approved by the lead stewards, and requests for extensions must be made within the initial 24-hour period.

7-3 Steward Decisions

7-3.1 Following all footage being sent in stewards will review their opinions and come to a decision.
7-3.2 Anyone seen insulting or abusing stewards over a decision will be penalized accordingly depending on the seriousness of the offense. Punishments can vary up to and including qualifying and race bans, formal warnings, or league removal.
7-3.3 The stewarding panel will consist of three experienced non-drivers for absolute impartiality. All three of them will impart their opinion before concluding in a 2-1, or 3-0 majority vote on any decision.

7-4 Appeal Process

7-4.1Drivers have 24 hours to appeal the stewards decision IN THE ORIGINAL INCIDENT TICKET, not the penalty channel, so long as they are directly involved.
7-4.2 In order for an incident to be reviewed again, the driver must either bring new relevant evidence (footage not submitted in time or not submitted at all will NOT count) or highlight a mistake in the findings. If the driver fails to do so, the appeal will be dismissed.
7-4.3 If a driver loses 3 appeals, that driver is not allowed to appeal any other verdicts for the duration of the season.
7-4.3.1 Once an appeal is submitted by a driver, it cannot be retracted
7-4.4
Appeal stewards have the right to change the original stewards decision.
7-4.5 The outcome of an appeal is final and absolute. There is no appealing an appeal.
7-4.6 The appeals panel will consist of three experienced non-drivers for absolute impartiality. All three of them will impart their opinion before concluding in a 2-1, or 3-0 majority vote on any decision.

7-5 Penalties

7-5.1 League admins/stewards reserve the right to refer incidents that have not been reported.

    • Removal from the league.

7-5.5 Any bans accumulated must be served in the drivers home tier. In addition, drivers who have active bans are not permitted to reserve until ALL bans are served in their home tier.

7-6 License/Penalties Points System

7-6.1 Each Contest of Speed driver will have one and only one virtual license, regardless of if a driver reserves in other tiers or gets placed in another tier mid-season.
7-6.2 When a driver is awarded a penalty, they will also receive license/penalty points.
7-6.3 The number of license points awarded for an incident depends on the category it falls under.
7-6.4 The 4 categories are:

    • Minor offence = 1 point per offence;
    • Moderate offence = 2 points per offence;
    • Major offence = 3 points per offence;
    • Severe offence = 4 points.

7-6.5 Up to six (6) penalty points can be removed at seasons end. The remaining points, if any, will carry over into the next season.
7-6.6 Bans accumulated by the last race of season will carry over into new season. This will include any bans not served properly from any race mid-season.

7-7 Penalty Point Structure

    • 6 penalty points – Qualifying Ban;
    • 10 penalty points – Race Ban;
    • 14 penalty points – Race Ban;
    • 18 Points – League Review by Admins, Stewards, and League Officials.

      In addition, if a driver earns 8 penalty points in a season, they will lose the privilege to reserve. (This promotes drivers to race cleanly regardless of the tier being raced.)
